摘　　要：技术革命时代的到来使社会治理进入更迭变动期,技术的多方嵌入不仅重塑了行业格局,也把社会治理推入了多中心的技术依赖困境当中。看似更为开放与共享的治理场域也频频出现治理主体与客体的虚拟性与模糊性问题,社会治理的多变性风险愈发凸显。目前,由于技术价值的二重性,工具性赋能的社会治理在缺失完备配套规则下可能会产生多重价值风险,技术为标、技术垄断、技术无序以及技术失控成为引发价值异化的重要因素。要想破解这一困局,必须重构协同化的社会治理网络。一方面,应明晰治理问题识别的价值内核节点,化解技术行为的身份隐藏危机,并夯实目标节点的治理责任边界,激发责任自觉。另一方面,需推进协同节点上的多元主体监督衔接,畅通不同层级间的信息互联,把走向“去中心化”的社会治理规制到多元协同的多中心互助合作治理方向中。With the advent of the era of technological revolution,social governance has entered into a period of drastic changes.The multi-party embedding of technology does not only reshape the new industrial structure,but also pushes social governance into the dilemma of multi-center technology dependence.In the seemingly more open and shared governance field,the problems of virtuality and ambiguity of the subject and object of governance have also appeared,and the risk variability of social governance has become more and more prominent.Taking the duality of subject rationality as the research entrance,elaborating the multiple value risks generated by the instrumental empowered social governance in the absence of complete supporting rules,and finding that technology as the governance standard,technology monopoly,technology disorder,and technology runaway have become important factors causing value alienation.To get out of this dilemma,a coordinated social governance network must be reconstructed.On the one hand,it is necessary to clarify the value of the core node of governance problem identification,resolve the hidden crisis of the identity of technical behaviors,and consolidate the governance responsibility boundary of the target node to stimulate responsibility consciousness.On the other hand,it is a must to promote the supervision and connection of multiple subjects at the collaborative nodes,unblock the interconnection of cooperative information between different levels,and regulate the decentralized social governance into the governance with diversified and coordinated multicenter mutual assistance and cooperation.
