摘　　要：经过长期建设,日本警务形成了鲜明的特色。在基层警务机构设置方面,既有作为城市治安窗口的交番,也有位置偏远、小而全的农村社区治安中心驻在所;在基层警务工作的重心方面,注重提前化解矛盾,通过设置于交番和街头的警务相谈,有针对性地开展相谈和辅导,对预防违法犯罪、抚慰受害人、化解社会矛盾产生了积极的作用;在警察文化方面,坚持走亲民路线,营造了亲民的警察文化,塑造了友善亲切的警察形象,取得了良好社会效果。After a long period of construction,the Japanese police have formed distinctive features.In terms of the establishment of grass-roots police agencies,there are not only urban public security Windows,but also remote,small and complete rural community public security centers stationed in.Japan's grass-roots Police Service pays attention to resolving conflicts in advance,the talks on police affairs set up in police stations and on the streets can be targeted for conducting talks and counselling,and play an important role in the prevention of crimes,victim counselling and the resolution of social conflicts;the grass-roots culture of the Japanese police takes a pro-people line,police mascots,recruitment posters,policewomen culture,have created a pro-people police culture,build a friendly image of the police,and achieved good social results.
