摘　　要：公共图书馆编制“十四五”规划应当转变思路,树立危机意识,集中力量造就核心竞争力,运用创新力量确保事业发展稳中有进。文章探讨“十四五”背景下公共图书馆编制的现实意义,以太原市图书馆为例,通过SWOT方法分析其在“十二五”“十三五”时期规划实施完成情况和当前面临的问题,提出“十四五”时期太原市图书馆的发展目标和实施策略。At present,it is a critical time for libraries at all levels and types to formulate the 14th Five-Year(Development)Plan.Libraries should change the way of thinking,establish a sense of crisis,concentrate on developing core competence,and ensure the steady growth of library profession powered by innovation.This article discusses the significance of public library planning in the 14th Five-Year Plan period.Taking Taiyuan Library as an example,it performs a SWOT analysis of what have been achieved during the 12th Five-Year and 13th Five-Year Plan periods and the problems the Library now faces,and brings forward the goals and implementation strategies for the development of Taiyuan Library during the 14th Five-Year Plan period.
