供需困境下科技保险体系建设研究——以河北省为研究视角

摘　　要：科技保险存在供给与需求的不匹配。从供给角度分析,是因为政府支持政策的制定和执行存在不完善性、保险公司的科技保险产品缺乏吸引力、保险中介作用未能充分发挥等;从需求角度分析,则是科技公司的特殊险种需求、费用、认知程度原因。为了更好地促进科技保险发展,对武汉、苏州、宁波等试点地区的科技保险模式进行了分析,提出了构建河北省"政府、保险公司、科技型企业"三维一体的科技保险体系的对策建议。There is a mismatch between supply and demand in technology insurance.From the perspective of supply,the imperfections in the formulation and implementation of government policies,the unattractive products of insurance companies,the insufficient intermediary role of insurance,etc are the main reason for the mismatch.From the perspective of demand,there are defects in the special insurance needs,costs and awareness of technology companies.In order to better promote the development of technology insurance,the models in Wuhan,Suzhou,Ningbo and other pilot areas was investigated,and their successful experience was analyzed.On the basis,this paper puts forward the countermeasures and suggestions on the construction of the insurance system of three-dimension of"government,insurance companies,science and technology-based enterprises"in Hebei Province.
