摘　　要：为解决现有港口强制性标准不能满足港口安全生产实际需求的问题,构建了港口安全生产强制性国家标准体系框架。首先,基于港口安全生产标准化现状和问题,分析了港口安全生产强制性标准内涵需求、落实各项安全生产文件的需求、行业标准管理需求等,梳理了港口相关领域的法律、行政法规和部门规章中关于安全生产的具体条款。然后,界定了港口安全生产强制性国家标准体系范围,根据港口作业的货种和工艺类型特点,采用分类分层的方法,构建了港口安全生产强制性国家标准体系框架。最后,提出港口安全生产标准化体系建设有助于明确港口安全生产标准制修订的重点方向,以标准引领港口安全生产。In order to solve the problem that the existing compulsory standards in port field cannot meet the actual needs of port production safety,the framework of compulsory national standard system for port production safety was constructed.Firstly,based on the current situation and problems of port production safety standardization,the connotation demand of compulsory standard for port production safety,the demand of implementing various documents for production safety and the demand of standard management in port industry were analyzed;the specific provisions on production safety in laws,administrative regulations and departmental rules in port related fields were sorted out.Then,the scope of compulsory national standard system for port production safety was defined.According to the characteristics of the cargo types and process types of port operations,the framework of the system was constructed by using the method of classification and stratification.Finally,it was proposed that through the construction of standardization system for port production safety,the key direction of formulation and revision of compulsory standards related to port production safety could be clarified,and the standard could be used as a solution to ensure the safety of port production.
