医学美容“咨询师”架构设置剖析与监管思考

摘　　要：医学美容"咨询师"是我国医美行业快速增长时期出现的特殊现象。其产生的根源是医疗美容机构对利润最大化的追求,同时也是医疗美容机构控制求美者资源和管控医师的经营需要。但是,医疗美容的本质是医疗行为。与求美者咨询、沟通和交流是医疗过程的重要环节,也是医疗行为的有机组成,必须由合法的医务人员从事。咨询师一般无合法医疗资质,习惯于单纯从行销角度处理医疗美容业务。咨询师直接咨询问诊求美者是非法行为,必须由卫生行政部门严格监管取缔,医疗美容行业协会发挥协同监管的积极作用。同时,完善社会性监督制度,贯彻落实信息公开制度,教育求美者"咨询就是医疗行为,看病必须找医生",推动全社会共同监督医美行业的健康发展。Medical cosmetology consultant is a special phenomenon in the period of rapid growth of medical cosmetic industry in China. The root of the problem is the pursuit of profit maximization and the need for medical institutions to control the resources of beauty seekers and the management of doctors. However, the essence of medical cosmetology is medical behavior. Consultation is an important part of the medical process, as well as an organic component of medical behavior, which must be performed by legal medical personnel. Consultants have no legal medical qualifications and are used to dealing solely with the medical cosmetic business from a marketing point of view. It is illegal for consultants to directly consult beauty seekers, which must be strictly supervised and banned by the Health Administration Department. At the same time, we will improve the social supervision system, implement the information disclosure system, and educate beauty seekers that’consultation is a medical behavior and they must seek medical treatment’so as to promote the whole society to supervise the healthy development of the medical cosmetic industry.
