我国贫困地区经济循环的堵点及其法律对策

摘　　要：要想加快形成国内经济大循环的态势,提升国内经济大循环的规模离不开贫困地区的深度参与。目前,贫困地区是我国加快形成国内经济大循环的弱项短板之一,因为还存在许多阻塞贫困地区经济循环的堵点:支持贫困地区经济循环的法律法规尚不完善,交通基础设施供给不足,劳动力人才流失,数字化程度低创新不够,抵御市场、自然、法律风险能力不足。理论上,促进经济循环的基础理论包括微观经济学和宏观经济学及二者的分支理论支撑。对于域外经验方面,如“产业逆城市化”、进行专项立法、建立专家咨询系统、一村一品等,都可以作为借鉴。因此,促进我国贫困地区经济循环应该从多领域入手,以完善法律法规保障体系为依托,加快基础设施供给、创新产业发展方式、加强生态环境保护、协调产业链、扩宽人才培养。其中,法治完善是最根本的措施,为此应该加强经济循环领域的整体立法,加快扶贫政策转化成法律法规、加快财政和税收领域的专项立法,加强人才扶持立法、注重法治教育和加强执法,以此来为贫困地区经济的顺畅循环提供有力保障。In order to accelerate the formation of the domestic econo-mic c-ycle and increase the scale of the domestic economic cycle,the deep partic-ipation of poor areas is inseparable.At present,poverty-stricken areas are one of the shortcomings of my country’s acceleration of the formation of the domestic economic cycle,because there are still many blocking points th-at b-lock the economic cycle of the poor areas:the laws and regulations sup-porti-ng the economic cycle of the poor areas are not yet complete,and the supply of transportation infrastructure is insufficient.The brain drain of the l-abor for-ce,the low level of digitization,and the lack of innovation,and the insufficient ability to resist market,natural,and legal risks.Theoretically,the basic theor-ies that promote economic circulation include microeconomics and macroeco-nomics and their branch theoretical support.For foreign experience,such as“industry counter-urbanization,”special legislation,the establishment of an e-xpert consultation system,and one village,one product,etc.,can all be used as reference.Therefore,the promotion of economic circulation in po-verty-stricken areas in my country should start from multiple fields,relying on improving the legal and regulatory guarantee system,accelerating infrastruct-ure supply,innovating industrial development methods,strengthening ecolog-ical environment protection,coordinating industrial chains,and expanding tal-ent training.Among them,the improvement of the rule of law is the most fu-ndamental measure.To this end,we should strengthen the overall legislation in the field of economic recycling,accelerate the transformation of poverty all-eviation policies into laws and regulations,speed up special legislation in the field of finance and taxation,strengthen legislation supporting talents,pay at-tention to legal education,and strengthen law enforcement.This will provide a strong guarantee for the smooth circulation of the economy in poor areas.
