双转移、对口帮扶与广东区域发展协调度研究——基于2010-2018年广东省地级市层面的证据

摘　　要：广东区域发展协调度取决于珠三角这一增长极的溢出效应与极化效应,以及粤东西北地区的追赶效应与收敛效应的综合影响。在时间维度上,广东区域发展协调度呈现先升后降的倒V型走势;在空间维度上,四大区域之间的发展协调度呈现先降后升的V型走势。由此表明,双转移促进了全省总体协调度的提升,但拉开了四大区域之间的发展差距;而对口帮扶提高了四大区域之间的协调度,但增大了地级市之间的发展差距。政策上应进一步发挥好珠三角的溢出效应,形成市场驱动、共享共赢的区域对口帮扶新机制,强化粤东西北地区的追赶效应与收敛效应,推动低水平的不平衡发展转向高质量的不平衡发展。The coordination degree of Guangdong’s regional development depends on the spillover effect and polarization effect of the Pearl River Delta,as well as catch-up effect and convergence effect in the east and northwest of Guangdong.In terms of time dimension,the regional economic coordination degree of Guangdong presents an inverted V-shaped trend,while in terms of spatial dimension,the development coordination degree between the four regions follows a V-shaped trend.This shows that the double transfer promotes the improvement of the comprehensive coordination degree of the whole province,but widens the development gap between the four regions,whereas the counterpart assistance improves the coordination degree between the four regions but widens the gap between the 21 cities.The government policy should play a role in furthering the spillover effects of the Pearl River Delta so as to form a new market-driven and win-win regional counterpart support mechanism,strengthen the catch-up effect and convergence effect in the east and northwest of Guangdong,and push the low-level unbalanced development to high-quality unbalanced development.
