摘　　要：铁路技术规章制修订过程中,专业部门的自身利益与整体收益之间的利益博弈造成了专业部门之间合作困难,从而造成铁路技术规章产生难以及时发布或达到预期目标的困境。运用博弈论对铁路技术规章制修订过程中的协同机制进行研究,构建铁路技术规章制修订博弈论模型,分析铁路技术规章制修订的协同行动机制和有无专业部门牵头情境下的行动博弈过程,以铁路局集团公司《行规》《行细》规范化制修订工作为例,提出铁路技术规章制修订的行动协同策略,加快提升铁路技术规章制修订管理水平,促进技术规章整体利益最大化。The behavior strategy of each professional department in pursuit of its own interests has caused difficulties in the cooperation among various professional departments in the formulation stage of technical regulations,which then leads to untimely issuance or undesirable quality of the regulation.This paper uses game theory to systematically study the coordination mechanism of technical regulation formulation and amendment,constructs a game theory model,analyses the coordination mechanism for regulation formulation and amendment,and the dynamic game in case of being led by professional and non-professional department.Finally,taking standardized formulation and amendment of Railway Train Operation Organization Regulation and Detailed Description of Railway Train Operation Organization as and example,the coordination strategy for formulating and amending railway technical regulation is proposed,to improve the management on technical regulation formulation and maximize the overall interests.
