摘　　要：本文在回顾自然资源领域改革发展历程基础上,阐述了自然资源统计体系的基本框架,展望了未来发展的方向,提出了改进统计工作的建议。自然资源统计工作是自然资源部门的一项长期性、基础性工作,其目标任务是为自然资源部履行好“两统一”职责提供统计数据支撑,为社会公众提供自然资源管理统计信息服务。按照统计分类,自然资源统计为国家部门统计,按统计业务内容分为综合统计和专业统计。自然资源统计工作经过数次制度改革和指标体系调整,形成了由国家、省、市、县四级自然资源管理部门构成的按照“统一领导、分级负责”的管理体制,实行“逐级上报(或直报)、同级汇交”的制度、建立“综合+专业”的统计体系,以及科学的统计调查制度和高效协同的运行机制。自然资源统计体系包括统计管理体系、统计调查制度体系、统计信息化体系、统计成果体系和统计信息服务体系5个基本体系。展望未来,自然资源统计将走向法治化、标准化、规范化轨道,从提供统计数据服务向监测分析和应用研究转变,大数据和人工智能等新技术将会在自然资源统计中得到应用,“智慧统计”将成为统计工作新模式。建议各级自然资源管理部门更加重视统计工作,进一步健全自然资源统计体系,加强统计分析和信息共享,促进自然资源统计工作迈上新台阶。This paper,based on reviewing the reform and development of natural resources,expounds the basic framework of natural resources statistics system,looks forward to the future development direction,and puts forward suggestions for improving the statistical work.Natural resources statistics is a long-term and basic work of the natural resources department.Its goal and task is to provide statistical data support for the Ministry of Natural Resources to perform its duties of"two unifications",and to provide statistical information services for the public.According to the statistical classification,natural resources statistics is classified into state department statistics,and its statistical business contents can be divided into comprehensive statistics and professional statistics.After several institutional reforms and index system adjustments,natural resources statistics has formed a management system composed of four levels of national,provincial,municipal,and county natural resources management departments.According to the management system of"unified leadership and hierarchical responsibility",the system of"report level by level(or direct report)and exchange at the same level"has been implemented,the statistical system of"comprehensive+professional"has been established,as well as the scientific statistical investigation system and efficient and collaborative operation mechanism.The statistical system of natural resources includes five basic systems:Statistical management system,statistical investigation system,statistical information construction system,statistical results system,and statistical data information service system.Looking forward to the future,natural resources statistics will move towards the track of legalization and standardization.With the transition from providing statistical data services to monitoring analysis and application research,new technologies such as big data and artificial intelligence will be applied in natural resources statistics,and"intelligent statistics"will become a new mode o
