依托自贸试验区助推河南产业转型升级策略分析

摘　　要：面对加速演变特征更趋明显、新工业革命和产业变革持续发力的世界大变局,在全球产业链冲击背景下分析中国产业升级的独特性及产业数字化转型的机遇与挑战,进而辨析当前河南产业转型升级面临的困境,依托河南自贸试验区提出助推河南产业转型升级的具体策略。应当建设创新型产业集聚区,打造主导产业优势明显的产业集群;依托河南自贸试验区产业数字化转型,培育壮大数字经济产业新能级;坚持传统密集型产业的转型升级和新兴产业的培育壮大协调并举,稳步推动河南制造业转型及高质量发展;以河南自贸试验区等国家级战略平台的联动叠加,充分发挥其辐射带动作用,强化对新技术的适用以加速科技成果转移并提升成果转化率;全面发挥制造业高质量发展基金的功能,助推产业链和创新链的融合,大力推进制造业、文化旅游产业的结构升级。通过以上举措,使产业转型升级成为河南加快经济高质量发展、谱写中原绚丽篇章的重要驱动力。In the face of the great changes in the world,the accelerated evolution is becoming more evident,and the new industrial revolution and industrial transformation are gaining momentum.The uniqueness of industrial upgrading,opportunities and challenges of industrial digital transformation in China are analyzed in the context of global industrial chain impact.The current difficulties of industrial transformation and upgrading in Henan province are analyzed,and put forward are the specific strategies to promote industrial transformation and upgrading in Henan province that is based on Henan Pilot Free Trade Zone.It is necessary to build innovative industrial agglomeration areas and industrial clusters with obvious advantages in leading industries;by relying on the digital transformation of the industry in Henan Pilot Free Trade Zone,the new level of the digital economy industry can be fostered and strengthened.The transformation and upgrading of traditional intensive industries,cultivation and growth of emerging industries should be coordinated to steadily promote the high-quality development of Henan′s manufacturing industry;with the cooperation of national strategic platforms such as free trade zones,the leading role of national strategic platforms should be given full paly to,and the applicability of new technologies be intensified,the transfer of scientific and technological achievements be accelerated and the conversion rate of scientific and technological achievements be improved;the effect of high-quality development funds in the manufacturing industry should be on the full scale,the integration of industrial and innovation chains be boosted,and the structural upgrading of the manufacturing and cultural tourism industries be vigorously promoted.By above mentioned measures,the industrial transformation and upgrading will become an important driving force for Henan to accelerate the high-quality economic development and write a more splendid chapter in the central plains.
