摘　　要：信息技术的快速发展方便了人们的日常生活,而基于信息技术滋生的侵犯公民个人信息的犯罪行为也逐年增长。相关部门虽然通过立法、行政、执法等手段对公民个人信息进行保护,但就现实情况来看,依然存在法律规制效果不理想、行政监管部门多元化、主管部门“缺失”及行政执法力度不足等问题,公民个人信息保护现状堪忧;同时,由于公民个人的警惕性不强、维权意识薄弱,也使公民个人信息保护陷入困境。针对公民个人信息保护现状,借鉴域外的保护模式与经验,完善我国公民个人信息保护制度,以期实现公民个人信息保护的突破。The information age has not only brought vast opportunities and benefits,but also huge hidden dangers and crises.While enjoying the benefits brought by the information age,people are also suffering from the negative effects by information technology.The rapid development of information technology has indeed facilitated our daily lives,but criminal acts that infringe on citizens′personal information based on information technology have also shown explosive growth.Although our country protects citizens′personal information through legislation,administration and law enforcement,however,in reality,there are still phenomena such as unsatisfactory effects of legal regulations,diversification of administrative supervision departments,"deficiency"of competent departments,and insufficient administrative law enforcement,which have caused the current situation of anxiety of the citizens′personal information protection.At the same time,due to the lack of vigilance and weak awareness of rights protection,the protection of citizens′personal information is in a dilemma.Aiming at the practical dilemma of the protection of citizens′personal information,by drawing on protection models and experiences from outside the territory,it is believed that our country′s current citizens′personal information protection system will be improved and a breakthrough in the protection of citizens′personal information also be achieved.
