城镇生活小区“污水零直排区”建设管理研究

摘　　要：为大力推进城镇生活小区“污水零直排区”建设由“规模增长”向“质量提升”转变,从“污水零直排区”建设主要存在的建设与管理标准不统一、考核评价机制不健全等问题入手,提出高质量“污水零直排区”建设管理思路。从建立技术与管理标准、综合考核评价机制、信息化可追溯机制、建设管理制度保障四个方面,提出城镇生活小区“污水零直排区”全流程的建设管理措施,确保城镇生活小区污水处理提质增效,促进“污水零直排区”建设和管理维护标准化。In order to vigorously promote the construction of“zero-direct-discharge zone of sewage”in urban living quarters from“scale growth”to“quality improvement”,starting from the problems such as the disunity of construction and management standards and the unsound check and evaluation mechanism in the construction of“zero-direct-discharge zone of sewage”,this paper proposes the idea of the construction and management of building high-quality“zero-direct-discharge zone of sewage”.Then,puts forward the construction and management measures of the whole process of“zero-direct-discharge zone of sewage”in urban living quarters from four aspects,named establishing technical and management standards,comprehensive assessment and evaluation mechanism,information-based traceability mechanism,and construction and management system guarantee,so as to ensure that sewage treatment in urban residential areas improves quality and efficiency,and promote the standardization of construction,management and maintenance of“zero-direct-discharge zone of sewage”.
