英国高校图书馆在开放获取出版服务中的角色分析及启示

摘　　要：在调查英国高校图书馆开展的开放获取出版服务的基础上,梳理了研究成果的开放获取与开放获取出版之间的关系。英国高校图书馆在开放获取出版服务中担任着学校开放获取出版相关政策的执行者、开放获取出版的宣传者、开放获取出版费用的管理者与提供者、开放获取出版奖项的评审者、开放获取出版相关资源的推荐者、开放获取出版的践行者等角色。建议我国高校图书馆相关组织推进开放获取出版服务,重视了解研究人员的开放获取出版认识与需求,推荐国内外的开放获取出版期刊,通过设立开放获取出版基金促进开放获取出版,尝试开放获取出版研究成果。On the basis of investigating the open access publishing service in UK university libraries,the paper analyzes the relationship between the open access of research results and open access publishing.In the open access publishing service,UK university libraries act as implementers of the school’s open access publishing policies,propagandists of open access publishing,managers and providers of open access publishing fee,reviewers of open access publishing prize,recommenders of open access publishing related resources,practitioners of open access publishing.It is proposed that university libraries in China should recommend relevant organizations of university libraries to promote open access publishing services,attach importance to understanding the knowledge and needs of open access publishing of researchers,recommend open access publishing journals at home and abroad,promote open access publishing by establishing an open access publishing fund,and try to make the research results of open access publishing public.
