摘　　要：张江高科技园区集成电路产业发展的成功实践,堪称产业共性技术研发的典范。研究发现,张江集成电路产业发展过程包含知识与技术的"双重溢出",企业也因此积极参与其中。为验证该双重溢出对企业参与的牵引作用,构建了创新价值流动GERT网络模型(IVF-GERT),以此为理论平台,分析双重溢出对企业参与产业共性技术研发的影响;在模型分析基础上,根据产业共性技术研发不同阶段以及企业卷入程度高低,总结了张江集成电路产业的"技术推动与平台创设""创新强化与平台支撑""创新驱动与产业提升"三种企业参与研发的有效模式,以供其他地区或相关产业发展共性技术作参考。Industrial generic technology is a technology that can be widely used in the pre-competitive stage of one or more industries, and it is also the important foundation of industrial development. Because the generic technology has the characteristics of "quasi-public goods", the enthusiasm of enterprises participated in the industrial generic technology research and development was not high, the development of China′s industrial generic technology was slow, the improvement of industrial connotation and technological breakthrough suffered setbacks repeatedly. Although China had little good to brag about the development of industrial generic technology, there are also some successful cases, such as the development of the integrated circuit industry in Shanghai Zhangjiang High-Tech Park, which can be regarded as a successful model of industrial generic technology R&D in China.Prior scholars had done a lot of theoretical researches of industrial generic technology from the aspects of incentive mechanism, the feasible path, the effective mode and so on, but it also lacked the exploration of practice. Therefore, started from the successful practice of the IC industry in Zhangjiang Hi-tech Park, the author discussed the reasonability and efficiency of the effective model that enterprises participate in industry common technology R&D.First, based on the development history of Zhangjiang IC industry, the author analyzed the double spillover of knowledge and technology, as well as the process of enterprises participated in the industrial generic technology R&D gradually under the guidance of this double spillover. In the early stage of R&D, pioneer companies realized innovative value increment go through rational planning of resources, but be enslaved to early enterprises′ insufficient technology innovation and knowledge innovation capabilities, the double spillover effect was not significant;In 2000, Zhangjiang Hi-tech Park introduced powerful companies such as SMIC, which drived the agglomeration of upstream and downstr
