国防科技基金设计依据与设计策略研究

摘　　要：建设由国防科技创新体系引领的国家高质量创新体系,需要创新资本运作体系,引导带动不同层次的高质量创新。设立国防科技基金是创新资本运作体系的重要抓手。国防科技基金的设立依据包括:应用基础研究的缺失割断了科研创新链条的问题在当前的科研资助框架下难以解决;单一的国防科技金融资源配置方式和封闭的军工研发体系导致国家财政之外的金融力量缺乏与国防科研生产体系对接的接口;现存各类基金只关注军方界面、军民融合界面和市场界面这三个界面中某个单一界面的科研创新环节。基于上述依据,国防科技基金的设计目标是建立贯穿高质量创新全过程的全链条资本体系。为了实现这个目标,国防科技基金发起机构首先需要建立国防科技创新信息交互平台,帮助衔接军政产学研各相关主体,然后注重在"投资和管理"流程上进行突破创新,而非按照市场主流的"募投管退"流程来运行国防科技基金。To build a national high-quality innovation system led by the national defense scier and technology innovation system,we need to guide and drive different levels of high-quality innovation through the innovation in capital system.The establishment of natic nal defense science and technology fund is an important starting point of innovative in capital operation system.The basis for the establishment of national defense science and technology fund includes:the breaking of the chain of scientific research and innovation due to the lack of applied basic research is difficult to solve in the current scientific research funding framework;the single allocation mode of financial resources for national defense science and technology and the closed military R&D system lead to the lack of interface between the research and production system of national defense and the financial resources outside of the national finance system;all kinds of existing funds only focus on a certain innovation link of one of the three interfaces,namely,the military interface,the integrated interface between military sector and civil sector;the market interface.Therefore,the design goal of national defense science and technology fund is to establish a whole chain capital system throughout the whole process of high-quality innovation.In order to achieve this goal,the national defense science and technology fund first needs to sponsor the establishment of an information exchange platform for connecting the relevant subjects on the innovation chain.Then the fund needs to focus on the investment and management"process of fund operation,rather than follow the usual process of fund operation,namely,"raising money,investing,managing and withdrawal".
