摘 要:中国农业科学院饲料研究所(简称中国农科院饲料所)成立于1991年,研究所以服务中国饲料工业和畜牧水产养殖业,推动行业科技进步为宗旨,是集饲料科学研究、成果转化与推广、技术咨询与服务、人才培养于一体的现代化国家级研究所。农业动物健康养殖的基础被列为《国家自然科学基金十三五发展规划》优先发展领域,其中的研究方向饲料营养及代谢产物对动物免疫的影响机制更是与我所的研究工作息息相关。近年来,国家自然科学基金项目对我所学科建设、人才发展起到了显著地促进作用。本文对中国农业科学院饲料研究所2011—2018年间国家自然科学基金的申报、立项情况和网评意见进行了分析。结果显示,我所申报的项目主要集中在青年和面上项目,青年和面上项目申报数占总申报数的91.76%,青年基金平均资助率39.34%;面上基金平均资助率31.58%。重大类项目获资助数很少,但申请数在逐步增长,说明研究所在某些学科有了长足的发展,具备了申请重大类项目的实力。学科分布方面,我所申请项目主要集中在生命科学部,占总申请数的97.06%。高学历科研人员是我所基础研究的主要力量,而高职称人员从事科研时间长,具有较强的科研基础和稳定的科研团队,是推动各学科创新发展的带头人。本文对8年来未获资助项目的网评意见进行了统计,存在的共性问题包括:研究方案缺乏可行性、研究内容重点不突出、研究目标不明确、创新性不够、缺乏立项学术研究价值、工作基础不扎实、缺乏必要研究条件、关键科学问题凝练不足、申请书撰写不严谨等。基于以上分析,并结合我所实际情况,本文探讨了我所基金管理工作的优势和不足。同时,从组织宣传、创新性和制度建设等方面对今后的基金管理工作提出改进措施,以期进一步提升依托单位管理水平。Feed Research Institute(FRI) of Chinese Academy of Agricultural Sciences was established in 1991. The purpose of the Institute is to serve China′s feed industry, animal husbandry and aquaculture industry, and promote scientific and technological progress in the industry. FRI is a modern national research institute which integrates feed scientific research, technical achievement transformation and promotion, technical consultation and service, and talent training. The foundation of agricultural animal health breeding has been listed as the priority development area in the 13th Five-Year Development Plan of National Natural Science Foundation of China, among which one of the research direction is feed nutrition and the effect mechanism of metabolites on animal immunity, it is closely related to the research work of our institute. In recent years, the national natural science foundation has played a significant role in promoting the discipline construction and staff development in Feed Research Institute of the Chinese Academy of Agricultural Sciences. This paper, by taking FRI as an example, analyzes the distribution of project category, subject, age, gender, and title of the person in charge. This paper also analyzes online comments of the National Natural Science Foundation of China(NFSC) from 2011 to 2018 in FRI. The result shows, the application projects of FRI focus on two categories: youth science fund project and general project. The number of applications for both youth science fund project and general project accounts for 91.76% of the total applications. The average funding rate of the youth science fund project is 39.34%. The average funding rate of the general project is 31.58%. The number of funded key projects is very small, but the gradual increase in applications indicates that the institute has made substantial progress in some disciplines and has the strength to apply for the key projects.
