当前国内高校科研管理存在的问题及对策探究--基于5类高校科研相对效率的数据分析

摘　　要：文章采用数据包络分析方法对2012—2016年我国综合大学、工科院校、农林院校、医药院校和师范院校等五类高校科研的生产率指数进行了追踪,得到了各类高校的技术效率、纯技术效率、规模效率值和规模报酬等分解要素值,分析了各类高校科研的相对效率情况,并采用投影分析方法得出了各类高校科研的投入冗余量和产出不足量,剖析了各类高校科研管理中的共性不足。最后,从顶层设计和高校科研管理的角度提出了对策建议。The paper uses data envelopment analysis to track the productivity index of five types of universities and colleges from 2012 to 2016,including comprehensive universities,engineering colleges,agricultural and forestry colleges,medical colleges and normal ones,obtaining technical efficiency,pure technical efficiency,scale efficiency value,scale reward as well as other decomposed factor values in the aforementioned types of universities and colleges.The relative efficiency of scientific research of the five types is analyzed,and the input redundancy and output insufficiency of scientific research are obtained by using projection analysis methods.Meanwhile,it analyzes the common shortcomings of scientific research management in those types of universities and colleges.Finally,countermeasures and suggestions are proposed from the perspective of top-level design and scientific research management.
