特朗普时期美越强化安全合作的动因及局限性分析

摘　　要：美越安全合作从奥巴马时期开始快速发展,特朗普上台之后得到巩固和强化,近年来主要表现为高层互动频繁、军事互动频密、安全防务合作机制持续深化发展。从梳理美越强化安全合作动因中发现,互相倚重以制衡中国崛起是驱动双方深化安全合作的关键因素,但就两国各自发展定位和利益诉求来看,加强安全联系是双方综合考量多方面因素做出的抉择,其背景主要基于美越双方对“印太”安全形势的认知。当前,美菲军事同盟正经受考验,南海争端问题日趋复杂,美国有意将越南打造为“印太战略”的新支点,两国大有升级为“准同盟”关系的趋势。与此同时,两国间存在的诸如缺乏战略互信和现实发展需要等客观现实制约因素,导致两国难以形成实质性联盟。Security cooperation between the U.S.and Vietnam has developed rapidly since the Obama Administration,and has been consolidated and strengthened since Donald Trump took office.This is manifested in frequent high-level interactions,frequent military interactions,and the continued deepening and development of the security and defense cooperation mechanism.It is found that,from the analysis of the reasons for the U.S.and Vietnam to strengthen their security cooperation,mutual dependence to suppress the rise of China is the key factor that drives the two sides to deepen security cooperation.However,from the perspective of their respective development positioning and interests,strengthening security ties is a choice made by both sides after comprehensive consideration of various factors,the background is mainly based on the understanding of the Indo-Pacific security situation between the United States and Vietnam.At present,the U.S.-Philippines military alliance is being tested,the disputes in the South China Sea are becoming more and more complex,the U.S.intends to build Vietnam as a new strategic fulcrum of the Indo-Pacific strategy,and the two countries have a tendency to upgrade to a quasi-alliance.At the same time,the lack of strategic mutual trust and practical development needs and other objective and practical constraints between the two countries make it difficult for them to form a substantive alliance.
