“印太”视阈下印度尼西亚外交内在逻辑探析——基于“中等强国”行为模式的视角

摘　　要：近年来,在美、日、澳、印等国的强势介入之下,"印太"地区权力转移态势明显,地区不稳定性加剧。在此背景下,处于"印太"地区中心位置,作为东盟"领头羊"的中等强国印度尼西亚的外交应对值得关注。本文试从"中等强国"行为模式的视角解析印太视阈下印尼外交政策的内在逻辑及其合理性。文章认为,提供智识领导力、依托多边主义以及维持在大国间的自主性是印尼三个主要的外交行为逻辑,且三者之间存在着自内而外、层次递进、相辅相成的关系。据此,印尼巩固了其在东盟内部的领导地位,依托多边机制增强了其号召力和议程设置能力,在此基础上增加了地区合作权重,促进了其"全球海洋支点"战略的实施,进而有效强化了其中等强国地位,但印尼能在多大程度上将大国关系引导至发展合作而非地缘政治经济竞争仍将充满挑战。In recent years,with the strong intervention of the United States,Japan,Australia and India,the trend of power transfer in the Indo-Pacific region has become obvious,regional instability has increased. In this context,Indonesia locates at the center of the Indo-Pacific region as a middle power and ASEAN’s "leader",its foreign policy is worthy of study. This paper attempts to analyze the internal logic and rationality of Indonesia’s foreign policy under the framework of the Indo-Pacific from the perspective of the "middle power"behavior model. It indicates that providing intellectual leadership,supporting multilateralism,and maintaining autonomy among major powers are Indonesia’s main foreign policy logic. Indonesia has thus consolidated its leadership position within ASEAN,enhanced its appeal and agenda-setting capabilities through multilateral mechanisms,increased the weight of regional cooperation,and promoted the implementation of its "Global Maritime Fulcrum"strategy,thereby effectively strengthened its middle power status. In the future,to what extent Indonesia can lead the major-power relations to development cooperation rather than geopolitical and economic competition is still facing challenges.
