江西省平退圩堤防洪运用现状及建议

摘　　要：自1998年特大洪水以来,“平垸行洪、退田还湖”政策已经实行20余年,2020年受连续强降雨及长江上游来水影响,鄱阳湖出现超历史记录大洪水,平退圩堤在防洪中发挥了重要作用。为了解江西省内平退圩堤的工情险情和运行情况,提出工程调研分析评估指标,并对全省平退圩堤运用情况展开调研,将调研发现的问题归纳为分洪功能、工程措施和政策保障三方面,提出巩固平退圩堤成果、顺应经济社会发展需求、解决历史遗留问题及制定相关管理政策等对策建议。Since the catastrophic floods in 1998,the policy of“leaving room for rivers,levees setback,returning farmlands to lakes,and resettling towns”has been implemented for more than 20 years.In 2020,affected by con⁃tinuous heavy rainfall in Jiangxi Province and the inflow of the upper reaches of the Yangtze River,the Poyang Lake experienced a large flood that exceeded historical records.Retreating dike has played a certain role in flood prevention,but it is still weak.In order to understand the dangers and operating conditions of the levee setback in Jiangxi Province,the project analysis and evaluation indicators were proposed,the application of the levee set⁃back was investigated,and the problems found in the investigation were summarized as flood diversion functions,engineering measures and policy guarantees,four solutions are proposed:consolidating the achievements of the le⁃vee setback,meeting the needs of economic and social development,solving historical problems,and formulating relevant management policies.
