摘　　要：新型冠状病毒肺炎疫情防控中暴露出我国突发灾害应急管理能力的一些短板和弱项。结合前期应急管理相关成果和业务化服务经验,提出了基于平台支撑的应急管理业务化服务模式:依靠平台并围绕应对主题(突发事件)来快速搭建应急服务,利用知识图描述应急业务流程和逻辑关系,利用组件实现应急业务功能,并以两个应急管理业务化案例加以说明,以期为今后我国应急管理能力提升和业务发展提供借鉴帮助。In the prevention of the new coronavirus pneumonia outbreak,some short boards and weaknesses of China's emergency management capacity for sudden disasters are exposed.Combined with the results of pre-emer⁃gency management and the experience of business services,this paper presents a platform-based emergency management business service model:relying on the platform around the response topic(emergencies)to quickly build emergency services,using knowledge map to describe emergency business processes and logical relation⁃ships,using components to achieve emergency business functions.This paper takes two cases of emergency management business to illustrate,in order to provide reference for China's emergency management ability and business development in the future.
