新时代推进高校党务公开制度建设的思考

摘　　要：作为新时代党建工作的重要组成部分,党务公开是发扬党内民主、发挥党内外监督的重要制度载体。高校党组织区别于一般党的机关单位,是具有一定特殊性的党的组织体制,其党务公开同样应被特殊关注。当前,国内高校对于党务公开的思想认识存在差距,导致党务公开层次、水平参差不齐,存在校级规范缺位、平台建设不完善、公开有效性有待提升等问题。对此,需要在理论上厘清党务公开与其他公开制度的界限,探索高校党务公开的内在逻辑与机理;在实践中推动思想建设与制度完善在全面从严治党基层实践中的统一,多措并举促进制度精细化、程序规范化、互通常态化,实现高校党务公开制度运行更加规范、更成体系。As an important part of the Party building in the new era,the opening of party affairs is an important institutional carrier to carry forward the inner-party democracy and implement the inner-party and non-party supervision.Different from the general party organs and units,the Party organization in colleges and universities is the party organizational system with certain particularity,so the opening of its party affairs should also be given special attention.At present,there is a gap in the ideological understanding of the opening of party affairs in the domestic colleges and universities,which leads to their uneven hierarchies and levels of the opening of party affairs,the absence of university-level norms,the imperfection of platform construction and the ineffectiveness of openness in the domestic colleges and universities.In view of these,in terms of theory,it is necessary to make a distinction between the boundary of opening Party affairs public and other public affairs,explore the inner logic and mechanism of opening Party affairs of universities;in terms of practice,it is necessary to promote the unity of ideological construction and system perfection in the practice of comprehensive and strict governance of the party in primary level and promote the refinement of the system,the standardization of procedures,and the normalization of mutual publicity,so as to achieve a more standardized and systematic operation of the Party affairs disclosure of universities.
