摘　　要：公共政策学认为准确认定问题比准确解决问题更加重要,用"政策问题"这个概念来表达"准确认定问题"的意思。"假问题"是"政策问题"的反概念。既有讨论把假问题等同于"第三类错误",即为错误的问题寻找正确的解决方案,但这种理解容易让人认为,只有响应假现象的情况才能算作假问题。其实,立在"现象之真假"与"问题之真假"之间的是政策议程,响应真现象的政策议程也可能造成假问题。通过聚拢相关讨论,可以从逻辑上梳理出"假问题"的三种情形:政策议程以假为真,政策议程以真为假,政策议程力不能及。这种梳理的学术意义在于,借"假问题"这个术语的表意将研究的注意力聚焦于政策议程:政策议程才是发生假问题的"场所",防范假问题亦要从调控政策议程切入。Public Policy believes that correctly identify issue is more important than rightly solve problems,and it uses"policy issue"this term to express the meaning of correctly identify issue."Fake issues"has the opposite concept of"policy issues".Namely,in some discussions fake issues are equaled to"the third kind of errors",which means to seek the right problem solving plan for the wrong issues.But this kind of understanding could make people easily believe that only situations respond to fake phenomenon could be called fake issues.In fact,what lies between true or false of phenomenon and issue is policy agenda.The policy agenda that respond to true phenomenon could cause fake issue.Through the study of relevant discussion,this paper generalized three situations of"fake issues"in terms of logic,namely policy agenda false believes the false to be true or vice versa,and policy agenda does not have required ability to solve issues.The academic meaning of this study is to focus the research attention on policy agenda through borrowing the denotation of the term"fake issues".Policy agenda is where fake issues take place,and adjusting the policy agenda is the starting point to avoid fake issues.
