摘 要:以区域电力工业中的电厂运行和污染物减排为基础,将环境容量分析和污染物排放总量计算纳入环境影响评价中。运用A-P值法确定大气环境容量,运算出污染物排放总量限值,建立区域电力工业污染物排污交易系统,实施排污容量约束,考虑污染物处理和排放对电厂运行成本和环境质量的影响,通过熵权法确定各指标权重,计算出不同限定下减排量。分析结果表明提高燃气发电比例能够有效减少大气污染物排放,为今后节能减排工作打下坚实的基础。Based on the power plant operation and pollutant emission reduction in regional power industry,the environmental capacity analysis and total pollutant emission calculation are included in the environmental impact assessment.The A-P value method is used to determine the atmospheric environmental capacity,calculate the total emission limit value of pollutants,establish the pollutant emission trading system of regional power industry,implement the emission capacity constraint,consider the impact of pollutant treatment and emission on the operation cost and environmental quality of the power plant,determine the weight of each index through the entropy weight method,and calculate the emission reduction under different limits.The results show that increasing the proportion of gas-fired power generation can effectively reduce the emission of air pollutants and lay a solid foundation for energy conservation and emission reduction in the future.
