黄土高原生态文明建设暨乡村振兴的若干哲学思考

摘　　要：黄土高原作为中华文明肇始与农业率先发展之地,也是人类活动对生态环境干扰最为严重的地区之一。从历史经验与现实路径来看,理解认知黄土高原生态文明建设,必须用生态思维建构新的生态文明;必须寻求民族担当与天、地、人和谐的历史使命;必须架构出生态承载能力评估系统,并用系统哲学中的总体设计来推进实施。而乡村振兴的关键,则在于农耕文明的挖掘与提升,其实质是聚力乡村治理。这是解决和考验我们党的基层社会治理体系与提升治理能力水平的问题,也是推进国家治理体系和治理能力现代化的基础。从哲学层面进行若干思考,不仅能从外延上拓宽这些问题研究的学术空间,而且更能从根本上深刻认识到马克思主义生态观与习近平生态文明思想所具有的本源意义。The Loess Plateau is the birthplace of Chinese civilization and the land of agricultural development.It is also one of the areas where human activities have the most serious impact on the ecological environment.From the perspective of historical experience and practical methods,to understand and recognize the construction of ecological civilization on the Loess Plateau,we must construct a new ecological civilization with ecological thinking;we must seek the historical mission of the nation to take on the harmonious development of heaven,earth,and people;we must construct an ecological carrying capacity evaluation system,and use the overall design department of system philosophy to promote the implementation.The key to rural revitalization lies in the excavation and promotion of agricultural civilization,and its essence is rural governance.This is the problem of solving and testing our party’s grass-roots social governance system and shaping the level of governance capability.It is also the foundation for promoting the modernization of the national governance system and governance capacity.From philosophical perspective,not only can we expand the academic space of these problems,but also fundamentally understand the original significance of Marx’s ecological view and Xi Jinping’s ecological civilization thought.
