社会治理重心下移视角下的基层服务型政府建设研究——以H市基层服务型政府建设为例

摘　　要：基层政府作为基层治理体系的主导者,是推动社会治理重心下移到基层社会的重要组织载体。如何实现社会治理重心下移与自身治理与服务能力的有机衔接是当前基层服务型政府建设面临的重要挑战。H市基层政府改革与创新实践经验表明,实现社会治理重心下移与基层服务型政府建设有机衔接的核心是发挥基层党组织的统筹与协调功能,关键是推动管理下移改革基层政府行政体制,基础是推动资源下移夯实基层政府服务能力建设基础,目标是推动服务下移建设人民满意的基层服务型政府。As the leader of the system of primary-level governance,primary-level government is an important organizational carrier to shift the focus of social governance to the community level.How to realize the organic link between the shift and the government’s governance and service capability,is an important challenge in the construction of service-oriented primary-level government.The government reform and innovation practice of H city reveal that to realize the organic link between the shift and the construction:the core of the work is to give full play to the overall planning and coordinating functions of primary-level Party organizations;the key is to shift the focus of administration to the community level and reform the administrative system of primary-level government;the foundation is to shift the focus of resources allocation to the community level and consolidate the foundation of improving the service capability of primary-level government;and the goal is to shift the focus of service to the community level and build the service-oriented primary-level government that the people are satisfied with.
