摘　　要：[目的/意义]旨在分析、解决中国科研院所情报信息部门技术情报研究业务发展所遇到的情报需求来源匮乏、情报信息搜集渠道不畅、研究队伍技术能力不足、情报成果推广交流欠缺等问题。[方法/过程]通过对技术情报研究业务的全面梳理分析,寻找和发现制约技术情报研究业务发展的主要因素,并对其产生背景、原因以及影响进行分析,提出相应的对策和建议。[结果/结论]指出建立技术情报需求征询机制和技术情报信息资源共享机制是解决技术情报需求匮乏、技术情报信息来源渠道不畅问题的有力措施,提升情报研究队伍专业技术能力包括兼职队伍建设和智力引进是提升情报产品技术水平的重要保障,扩大情报工作交流和情报成果推广应用是实现情报成果应用价值的有效途径。[Purpose/significance]This paper aims to solve problems that technical intelligence and information departments of scientific research institutes encountered during their business development,including lacking source of technical intelligence demand,imperfect technical intelligence and technical information collecting paths,inadequate technical competence of research team and a lack of intelligence achievements promotion and exchange.[Methods/process]Key factors limiting the development of intelligence study are found through analyzing intelligence study operation comprehensively.Moreover,background,reasons and influences of these factors are analyzed further.On the basis of that,corresponding resolutions and suggestions are proposed.[Result/conclusion]It is concluded that an intelligence demand inquiry mechanism and an information resources sharing mechanism are effective measures to solve problems related to intelligence demand and information source,and that an intelligence research team with more professional technical capability including part-time team construction and intelligence introduction ensures higher technical level of intelligence product.Meanwhile,extensive intelligence operation exchanges and achievement promotion and application are effective ways to realize the application value of intelligence achievement.
