社会治理共同体的公共性意蕴及其重要意义

摘　　要：社会治理共同体是一个由多元主体构成的共同世界,不同治理主体之间存在着角色、地位、作用、诉求、价值观念、利益等差异。既互有差异又密切相连的基本结构把多元治理主体聚拢在一起,形成承认差异、寻求统一的公共性意涵。“人人有责、人人尽责、人人享有”的社会治理共同体理念彰显的正是这种公共性。鲜明的基层向度是社会治理共同体公共性的结构性要素,促进着基层治理主体公共精神的发育;平等参与、充分表达和民主协商体现着社会主义民主政治和基层民主,保障了公众参与公共生活的权利,形成社会治理共同体强大的凝聚力;多元治理主体的价值认同在生成公共价值标准的同时,还包含着身份认同、利益认同和情感认同;民生福祉和共同富裕是社会治理共同体公共性的利益基石,它遵循着从物质到精神的发展路径,为社会治理共同体公共性提供了物质和精神的双重支持。The community of social governance is a common world composed of multiple subjects.Different governance subjects have distinct positions,roles,values and interests,but the basic construction of connection and separation brings them together to form a social governance community where a common sense is shared and the differences are approved.The publicity of social governance community not only has the basic connotation,but also presents its own unique characteristics.The distinct grassroots orientation is the structural element of the publicity character of the social governance community,which promotes the development of the public spirit of the main subjects of grassroots governance.Equal participation,full expression and democratic consultation embody socialist democracy and grassroots democracy,protect the public's right to participate in public life,and then form a strong cohesive force.Multiple governance subjects’value identification not only forms the public value standard but also creates identity identification,interest identification and emotional identification.The well-being of people's livelihood and common prosperity are the cornerstone of the publicity’s interests in social governance community.It follows the path from material to spiritual and provides both material and spiritual support for the publicity of the social governance community.
