摘　　要：党的十九届四中全会提出"坚持和完善社会主义基本经济制度,推动经济高质量发展""全面贯彻新发展理念,坚持以供给侧结构性改革为主线,加快建设现代化经济体系。"新时期,立足国家经济发展进入新阶段的实际,迈向经济高质量发展的轨道,是符合国情、满足人民美好生活需求的应然之举。青海省经济发展作为国家总体经济不可或缺的动力分支,其高质量发展亦应以新发展理念为指导,坚持以创新发展为第一动力、协调发展为内在要求、绿色发展为基本条件、开放发展为空间拓展、共享发展为初心目的,促进青海省经济总体的质优发展。The decision of the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China points out that"adhere to and improve the basic socialist economic system, promote high-quality economic development, and promote high-quality economic development""comprehensively implement the new development concept, adhere to the supply side structural reform as the main line, and accelerate the construction of a modern economic system."In the new era, based on the reality of the national economic development into a new stage, to enter the track of high-quality economic development, is in line with the national conditions, to meet the people’s good living needs. The economic development of Qinghai Province, as an indispensable power branch of the national overall economy, its high-quality development should also be guided by the new development concept, adhere to the original purpose of innovation and development as the first power, coordinated development as the internal requirement, green development as the basic condition, open development as the space expansion and shared development, and promote the overall quality and excellent development of the economy of Qinghai Province.
