摘　　要：警控谈判是指由受过专业训练的谈判人员运用警察专业性的谋略、语言表达与战术技巧,与对峙的犯罪嫌疑人进行对话,在保证所有人生命安全的前提下,达到使犯罪嫌疑人放下武器,放弃抵抗并解救出人质的手段与行为。它是成功处置人质劫持案件的前提,对处置劫持案件有着非常重要的作用。警控谈判具有突发性、危险性、谈判双方地位不对等性和谈判因素不确定性等特点。警控谈判主要包括对人质劫持现场进行形式评估和管理、确定谈判方式等环节,在谈判过程中应遵循以谈判专家为中心、生命第一、统一指挥、谈判与武力处置相结合的原则,以达到成功解救人质并控制住犯罪嫌疑人的目的。Police control negotiations means that professionally trained negotiators use the police’s professional strategy,language expression and tactical skills to dialogue with the confronting criminal suspect,and to ensure the safety of everyone’s life.People lay down their weapons,give up the means and behaviors of resisting and rescuing the hostages.It is a prerequisite for the successful handling of hostage-taking cases and plays a very important role in handling hostage-taking cases.Police control negotiations have the characteristics of suddenness,danger,unequal status of the negotiating parties,and uncertainty of negotiation factors.Police control negotiations mainly include formal assessment and management of the hostage taking scene,determination of negotiation methods and other links.The negotiation process should follow the principles of centering on negotiation experts,life first,unified command,and combining negotiation with force disposal,in order to achieve the goal of successfully rescuing the hostages and controlling the criminal suspect.
