跨域生态环境治理的府际合作研究——基于京津冀地区海河治理政策文本的量化分析

摘　　要：生态环境治理效益具有强外溢性,必然要求地方政府打破"行政区行政"及"部门利益梗阻",达成政府间合作。对海河流域水污染治理政策文本的量化分析,有助于研究跨域生态环境治理中府际合作的推进动因、运行机制与合作效果。研究发现,海河流域治理中的府际合作网络已基本形成;在体制内行政力量和体制外利益机制的推动下,合作行动目标明确,激励与约束机制共同作用,推进府际合作;但长效性府际合作框架并未完全形成。为此,应从突破条块局限拓展合作空间、基于生态补偿强化约束机制、挖掘新生动力推动长效合作这三方面尝试突破,以更有效地推动生态环境府际合作治理效果。The benefits of eco-environment governance have strong spillover, which inevitably require local governments to break "administrative district administration"and "departmental interest obstruction"and achieve intergovernmental cooperation. The quantitative analysis of the policy text of water pollution control in the Haihe River basin is helpful to study the promotion motivation, operating mechanism and cooperation effect of intergovernmental cooperation in cross-regional eco-governance. The study found that the intergovernment cooperation network in the Haihe River basin management has basically formed. Under the promotion of the administrative forces within the system and the interest mechanism outside the system, the cooperative action goals are clear, and the incentive and restraint mechanisms work together to promote intergovernmental cooperation. However, a long-term intergovernmental cooperation framework has not been fully formed.Therefore, it is necessary to break through the limitations, expand the cooperation space, strengthen the constraint mechanism based on ecological compensation, and promote long-term cooperation by tapping new impetus, so as to promote the effect of intergovernmental cooperation on eco-environment more effectively.
