生命周期视角下的我国公共信息资源开放政策模式研究

摘　　要：[目的/意义]公共信息资源开放已成为大数据时代下政府的必然选择和现实需要,研究我国公共信息资源开放政策,对政府稳步推进公共信息资源开放具有理论和现实意义。[方法/过程]本文将公共信息资源开放生命周期划分为5个阶段,在此基础上从政策丰富度和满足度两个维度构建我国公共信息资源开放政策模式分析模型。[结果/结论]研究发现,公共信息资源开放进程的不同时期表现出不同的政策模式。政府上网、信息共享时期满足开放进程要求且政策措施丰富;政府信息公开时期难以满足开放进程的要求且政策措施单一;公共信息资源开放时期虽满足开放进程的要求,但政策措施不够丰富。[Purpose/Significance] The openness of public information resources has become an inevitable choice and practical need of the government in the era of big data. Research on the policy of opening public information resources has theoretical and practical significance for the government to steadily promote the openness of public information resources.[Method/Process] The paper divided the open life cycle of public information resources into five stages,then,constructed an analysis model of my country’s public information resources open policy model from the two dimensions of policy richness and satisfaction. [Result/Conclusion] The study found that different periods of the open process of public information resources showed different policy models. The period of government Internet access and information sharing met the requirements of the open process and the policy measures are rich;the period of government information disclosure was difficult to meet the requirements of the open process and the policy measures were single;the period of public information resources met the requirements of the open process,but the policy measures were not enough.
