摘　　要：体育小镇是体育产业在城镇化战略和乡村振兴战略双向互动下的新兴业态,它是阶段性、探索性、本土化的改革探索。研究基于城镇化战略和乡村振兴战略历史背景,以邻水镇体育小镇为参照样本,通过实地考察和访谈法,总结出当前体育小镇的阶段性实践经验分别为利益共享、地为核心、项目激励和特色打造。而小镇也面临着一些实践困境,表现在:村民利益在体育小镇建设中体现不足,内生性动力有待进一步激发;体育小镇政策激励信号较弱,项目后续延续衔接有难度;商用土地资源有限,土地财政模式亟待转型;"体农旅"三产合而不融,体育象征意义大于实际意义等。针对困境提出相应的优化路径:以促进村民深度参与为原动力,多维度提升村民的体育小镇认同度;以优化顶层政策设计为先导,通过政策整合强化政策激励信号;以保障小镇社会效益为底线,重视社会效益与经济效益的相协调;以有序推进三产融合为基础,多渠道推进"体农旅"三产融合。The sports characteristic town is an emerging form of the sports industry under the two-way interaction between the urbanization strategy and the rural revitalization strategy, and is a staged, exploratory and localized reform exploration. The research is based on the historical background of urbanization strategy and rural revitalization strategy, taking the sports town of LINSHUI town as a reference sample, and through field inspections and interviews, summed up the current staged practical experience of sports towns, which are benefit sharing and land as the core, Project incentives and characteristic creation. The small town is also facing some practical difficulties, which are manifested in: The villagers’ interests are insufficiently reflected in the construction of the sports town, and the endogenous motivation needs to be further stimulated;The sports town’s policy incentive signal is weak, and the subsequent continuation of the project is difficult to connect;Commercial land resources limited, the land finance model is in urgent need of transformation,"Sports, Agriculture, Tourism" combines the three industries without integration, and the symbolic meaning of sports is greater than the actual meaning. Based on the dilemma, the paper proposed the corresponding optimization path: To promote the in-depth participation of villagers as the driving force, multi-dimensionally enhance the villagers’ sports town recognition;To optimize the top-level policy design as the guide, strengthen policy incentive signals through policy integration;To ensure the social benefits of the town as the bottom line, pay attention to the coordination of social and economic benefits;Based on the orderly promotion of the integration of the tertiary industries, we will promote the integration of the tertiary industries through multiple channels.
