变量演化及现实困境:公共政策制定的有效性

摘　　要：政策制定的有效性是政策主体和政策对象共同追求的目标。公共政策制定是一个复杂的过程,受到多种因素的影响。政策对象对政策制定的影响力和政策主体对政策的判断力共同构成政策制定有效性的两大变量。两大变量包含诸多因素,某一因素的变化都会引起政策效果的改变;变量之间存在相互影响、相互依存的关系。研究公共政策制定有效性的变量演化关系有助于分析复杂的政策过程,探究深层次的政策质量问题。通过对政策制定有效性变量演化关系的现实考察,可以诊断出我国公共政策制定中存在的各种困境及其症结所在,从而开出有效的"药方"。The effectiveness of policy formulation is the common goal pursued by both policy subjects and targets.Public policy formulation is a complex process affected by many factors.The influence of policy objects on policy formulation and the judgment of policy subjects on policy together constitute the two major variables of the effectiveness of policy formulation.The two variables contain many factors.The change of any factor will impact the policy effect and there is a relationship of mutual influence and interdependence between the variables.Studying the evolutionary relationship of variables in the effectiveness of public policy formulation helps to analyze complex policy processes and explore deep-seated policy quality issues.Through the actual investigation of the evolutionary relationship of the effective variables of policy making,it is possible to diagnose the various dilemmas and the crux of the public policy making in our country,and then to prescribe effective"prescriptions".
