摘  要:新一代国家突发事件预警信息发布系统为了在突发事件发生前,能够权威、及时、有效地发布预警信息,争取更多的时间做好灾前应对准备,减少人员伤亡。平台在设计与实现上基于云服务模式,将系统架构分为软件服务层(SaaS)、平台服务资源池(PaaS)、数据共享服务资源池(DaaS)、基础设施资源池(IaaS)。分别从平台架构、功能和信息接口、数据流程进行详细描述,提出国省两级节点建设的设计和实现思路。新平台可以解决现有平台的数据接入、传输、共享等各种问题,提升系统的稳定性、数据并发访问的效率,提高系统内各级用户的数据共享时间,为现在及未来各级预警发布系统建设提供科学、合理的参考。To release early warning information of emergency authoritatively,timely,and effectively,a new-generation national early warning system was designed and implemented based on the cloud service model,striving for more time to prepare for disaster response and reduce casualties.The system architecture was divided into software service layer,platform service resource pool,data sharing service resource pool,and infrastructure resource pool.The platform architecture,function and information interfaces,and data flow process and proposes,the design and implementation ideas of the node construction in the national and provincial level are described in detail.The new platform was able to solve various problems of existing platforms in data access,transmission,and sharing,improve the system stability and efficiency in concurrent data access,and increase the data sharing time of all-level users in the system.The platform provides scientific and reasonable references for the construction of early warning publishing system at all levels at present and in the future.
