摘 要:市场化改革背景下,电网资产利用效率受到了更多的关注。提出了一种基于系统约束下电网资产效率上限估计值(constrained utilization maximum estimation,CUME)的电网资产效率综合模型,在传统利用率指标的基础上,提出CUME、实际利用率、相对利用率等系列综合指标。该模型可统筹考虑电网发展的经济和安全需求,并且计算流程相对清晰。同时,提出模型在电网规划和运行相关业务中的实用化方案,促进在相关业务中统筹考虑电网资产效率,发挥指导作用。最后,通过多个案例对所提出的模型和方案进行了验证。结果表明,该模型可对输配电网规划和运行等业务进行支撑,进一步提高电网发展效益。With the advance of market-oriented reform,more attention has been paid to the efficiency of power grid assets utilization.In this paper,a comprehensive model of power grid asset efficiency based on Constrained Utilization Maximum Estimation(CUME)is proposed,and a series of comprehensive indicators such as CUME,actual utilization rate and relative utilization rate are put forward on the basis of traditional utilization index.The model can take into account the economic and security needs of power grid development,while the calculation process is relatively clear.At the same time,the practical application scheme of the model in the planning and operation area of the power grid is put forward to promote the overall consideration of the efficiency of power grid assets in the relevant business,and play a guiding role.Finally,the proposed models and schemes are validated through several cases.The results show that the proposed model can support the planning and operation of distribution network and further improve the efficiency of power grid development.
