新发展格局下城市数字化转型研究与思考

摘　　要：在政策、经济、社会、技术等多维度利好的背景下,我国智慧城市建设取得了一系列成果,同时智慧城市建设也是一个不断升级、优化、进阶的过程,现阶段仍然存在诸多痛点亟待解决,新发展格局为智慧城市建设发展带来了新机遇。文章深度分析了新发展格局的提出和内涵,研究了新发展格局下智慧城市在行政区域层面、数据融通层面、技术应用层面、智慧应用层面、运营模式层面的发展趋势,提出了智慧城市统筹分级分类建设、加速数据资源融通、推进技术融合发展、创新智慧应用场景和建设运营模式的发展建议。Un der the positive multi-dime nsional backgro und,in cludi ng policy,economy,society and tech no logy,a series of achievements have been accomplished in China's smart city development.Meanwhile,the development of smart city is also a process of continuous upgrade,optimization and progression.There are still many urgent pain points to be solved at this stage,and the new development paradigm brings new opportunities for the construction and development of smart cities.After thoroughly analyzing the proposal and connotation of the new development paradigm,this paper researches the development trends of smart cities at the levels of administrative region,data integration,technology application,smart application,and operation model,then proposes development recommendations for smart cities in coordinating the classification construction,accelerating the integration of data resources,advancing the development of technology integration,and innovating the smart application scenarios and construction and operation models.
