摘　　要：疫情触发了经济社会一系列连锁反应,未来面临很多不确定性,但可以确定的一点是全球数字化转型将会加速,智慧城市也会面临新的机遇和挑战。面对我国新型城镇化的不断深入以及“双循环”战略的提出,“十四五”期间,我国智慧城市发展在传统的发展基础之上必定会呈现新的特点,基于这样的判断,文章提出了新形势下智慧城市规划、建设、运营一体化的矩阵模型,从而更好地理清未来智慧城市的建设运营路径。The epidemic has triggered a chain reactions in the economy and society.There are many uncertainties in the future,but it is certain that the global digital transformation will accelerate,and smart cities will also face new opportunities and challe nges.In the face of the con ti nu ous deepe ning of our coun try's new urba ni zati on and the"dual cycle"strategy,duri ng the"14th Five-Year Plan"period,the development of smart cities will inevitably present new characteristics on the basis of traditional development.Based on this judgement,this paper proposes a matrix model that integrates smart city planning,construction,and operation under the new situation,so as to help better understand the construction and operation path of future smart cities.
