摘　　要：社会保障的有效治理需要构建具有共建共治共享特征的社会保障共同体,通过各责任主体的共建共治实现利益的共享。新时代构建社会保障共同体必须坚持党的领导、以人民为中心、依法治国的有机统一,培育多元主体契约精神和责任精神,在各责任主体之间形成富有契约精神的精诚合作关系,坚持“人人有责、人人尽责、人人享有”。为此,社会保障多元主体应从责任内化、责任外化、责任强化三个方面努力践行社会保障责任,以实现社会保障制度的健康可持续发展。The effective governance of social security needs to build a social security community with the characteristics of co-construction,co-governance and sharing,and realize the benefit sharing through the co-construction and co-governance of all responsible subjects.In order to build a social security community in the new era,we must adhere to the organic unity of the Party′s leadership,people-centered and rule of law,cultivate the spirit of contract and responsibility of multiple subjects,form a sincere cooperative relationship with the spirit of contract among the responsible subjects,and adhere to the principle of"everyone has his duty,everyone does his duty,everyone enjoys".In order to realize the healthy and sustainable development of social security system,the multiple subjects of social security should try their best to practice social security responsibility from three aspects:internalization of responsibility,externalization of responsibility and strengthening of responsibility.
