闲置宅基地流转的协同治理能提高基层政府权能满意度吗?——基于南京高淳区的实证研究

摘　　要：为探索闲置宅基地流转协同治理与基层政府权能满意度的关系机理,借助SFIC理论假设模型,分析了南京市高淳区闲置宅基地流转协同治理中基层政府的权能满意度问题。结果表明:SFIC模型作为研究分析框架的理论假设得到验证;协同治理对提高基层政府权能满意度具有正向促进作用,政府权能中的政府服务职能是协同治理最需补齐的短板。基于以上结论,提出用协同治理的新思路去破解闲置宅基地流转的难题、通过提高闲置宅基地流转中的政府权能质量来疏通协同治理的堵点这两大对策建议。In order to explore the relationship mechanism between the cooperative governance of idle homestead transfer and the grass-roots government’s competence satisfaction,with the help of SFIC theoretical hypothesis model,the paper analyzes the problem of the grass-roots government’s competence satisfaction in the collaborative management of idle homestead transfer in Gaochun District,Nanjing.The results show that the theoretical hypothesis of the SFIC model as a research and analysis framework has been verified.Collaborative governance has a positive role in improving the satisfaction of grassroots government capabilities,and the government service function in government capabilities is the most necessary shortcoming of collaborative governance.Based on the above conclusions,two major countermeasures and suggestions are proposed to solve the problem of the circulation of idle homesteads with a new idea of collaborative governance,and to improve the quality of government powers in the circulation of idle homes to clear the blockage of collaborative governance.
