基层党建引领精准扶贫:一个优势治理的视角

摘　　要：在开展精准扶贫过程中各地既有共性优势,也有特色优势。相对“问题视角”而言,“优势视角”对精准扶贫工作具有较强的实践性。运用优势治理的分析视角,通过对Z县L镇的实地调研发现:L镇以党建为抓手,结合地处城郊的区位优势,充分利用当地富余的劳动力资源,建立劳务服务中心;通过有效的制度设计,探索基层党建引领劳务产业扶贫的发展模式,取得良好成效。实践表明,在当前精准脱贫决胜攻坚阶段,各地应充分挖掘地方特有的资源优势,将其与组织优势、政策优势相结合,打造基层党建引领精准扶贫的本土化品牌。In carrying out targeted poverty alleviation,all localities have both common advantages and characteristic advantages.Relative to the“problem perspective”,the“advantage perspective”has strong practicality for targeted poverty alleviation.Using the analytical perspective of advantageous governance,through the field research of L Town in Z County,it is found that L Town takes the party building as the starting point,combines the location advantage of the suburbs,makes full use of the surplus local labor resources,and establishes a labor service center.Through effective system design,the paper explored the development model of the grassroots party building leading the labor industry to alleviate poverty,which has achieved good results.Practice has proved that in the current stage of targeted poverty alleviation,all localities should fully tap the unique resource advantages of the localities,combine them with organizational advantages and policy advantages,and then effectively create the localized brand of grassroots party building to lead targeted poverty alleviation.
