摘　　要：探讨我国海洋捕捞总量管理制度的科学实现路径,对于促进海洋捕捞渔业可持续发展具有重要意义。首先,对世界主要国家产出管理制度进行分析,并梳理了管理措施出台背景和总可捕量(total allowable catch,TAC)制度鱼种。其次,分析我国海洋捕捞总量管理制度实施情况,整理了制定捕捞总量的方法和海洋捕捞总量管理推进工作情况。再次,对具有共管水域且产出管理制度早于我国的日本海洋捕捞总量管理制度进行剖析,对其导入初期的经验摸索和实施效果进行了分析。最后,提出对我国海洋捕捞总量管理的启示:资源调查做到精细化;提高渔民自主实施产出管理积极性;加强产出管理监督。It is of great significance to explore the scientific implementation path of China’s total marine catch management system for promoting the sustainable development of marine fishing industry. First of all, the output management system of major countries in the world is analyzed, and the background of management measures and TAC fish species are sorted out. Secondly, the paper analyzes the implementation of China’s total marine catch management system, from the determination of the total amount of marine fishing and the promotion of total marine fishing management work. Thirdly, Japan is a country with common sea areas with China and its output management system is earlier than that of China, thus the total marine catch management of Japan is analyzed, and its experience and implementation effects in the initial stage are analyzed. Finally, this paper summarizes the enlightenment to the total marine catch management in China: 1) the resource survey should be refined;2) the enthusiasm of fishermen in the management of independent output should be improved;3) the supervision and management of output management should be strengthened.
