加快东北地区民营企业创新发展的法制对策

摘　　要：改革开放以来,东北地区民营企业的经济实力不断提升,但推进和保障民营企业健康、快速发展的法律规范始终不够完善。东北地区民营企业在目前的创新发展过程中还存在一些困境。需要完善法律法规,完善知识产权保护制度,加强相关立法保障的同时政府应积极推动自身职能转变,民营企业也要提高法律风险意识。通过加强法制建设促进东北地区民营企业创新与优质发展,进而推进东北地区全面振兴。Since the reform and opening up,the economic strength of private enterprises in Northeast China has been continuously improved.However,due to the lag of legal norms as superstructures,there is a lack of perfect laws to guarantee their development.Private enterprises in Northeast China are facing many difficulties in the current process of innovation and development:the transformation of government functions is not in place,and the sense of service is low;The business environment evaluation is poor,and the attractiveness of foreign investment is not enough;Insufficient protection of intellectual property rights and insufficient punishment have dampened the innovation and creativity of private enterprise operators.These dilemmas need to be adjusted by perfect laws and regulations.Therefore,while promoting safeguard legislation,we should improve the relevant intellectual property protection system.While the government promotes the transformation of its own functions,private enterprises should also raise their awareness of legal risks.By strengthening the core driving force of legal system construction,we can truly promote the innovation and development of private enterprises in Northeast China,and then promote the comprehensive revitalization of Northeast China.
