钱塘江流域水环境质量综合评价指标体系研究

摘　　要：为了更加科学评价政府水环境治理绩效,文章分析了钱塘江流域的水环境影响,构建钱塘江流域水环境动态综合评价指标体系,对于科学认识钱塘江水环境变化趋势,剖析钱塘江水环境整体特殊性与复杂性具有重要意义。在收集、整理以及分析钱塘江流域水环境质量数据材料的基础上,结合钱塘江流域目前水环境质量提升规划目标任务,采用模型计算、指标特性分析以及特尔斐法等方法,筛选出24个钱塘江流域水环境质量综合评价指标。对钱塘江流域水环境现状进行科学、合理、综合的系统性评价,阐释了严重影响钱塘江流域水环境的典型因素,并对提升钱塘江流域水环境综合质量提出了针对性建议,为其他流域水环境评价提供借鉴及参考。In order to evaluate the government’s water environment governance performance more scientifically,this paper analyzes the water environment impact of Qiantang River Basin,and constructs the dynamic comprehensive evaluation index system of water environment of Qiantang River Basin,which is of great significance to scientifically understanding the water environment change trend of Qiantang River and analyzing the overall particularity and complexity of water environment of Qiantang River.Based on collecting,sorting out and analyzing the data of water environment quality in Qiantang River Basin,combining the objectives and tasks of the current water environment quality improvement planning in Qiantang River Basin,24 comprehensive evaluation indices of water environment quality in Qiantang River Basin are selected by means of model calculation,index characteristic analysis and Delphi method.This paper makes a scientific,reasonable and comprehensive systematic evaluation on the current situation of water environment in Qiantang River Basin,expounds the typical factors that seriously affect the water environment in Qiantang River Basin,and puts forward some corresponding suggestions for improving the comprehensive quality of water environment in Qiantang River Basin,which provides reference for the water environment evaluation of other river basin.
