广东省第三期沿海防护林体系建设

摘　　要：分析广东省沿海防护林体系建设历程及第三期建设的必要性,其体系由沿海基干林带和纵深防护林构成,基干林带是沿海防护林体系的主体,建设类型包括红树林恢复造林、基干林带人工造林、灾损基干林带修复和老化基干林带更新、困难立地造林和退塘造林;纵深防护林对进一步防御和减轻登陆台风、台风引起的暴雨和泥石流等危害具重要作用,建设类型包括人工造林、封山育林和低效防护林改造。文中详细阐述各类型的建设任务,规划了人工巡护、森林防火、林业有害生物防治、抚育管理等管护措施,提出确保建设资金,保障建设用地,加强法制建设,科学规划设计等建议,并对建设效果进行了展望。This paper analyzed the construction process of coastal shelter forest system which was composed of backbone forest and longitudinal-depth shelter forest,and the necessity of the third phase construction in Guangdong Province.As the main body of coastal shelter forest system,the construction of backbone forest included mangrove reforestation,artificial afforestation,restoration and regeneration of backbone forest,afforestation on difficult sites and converting pond into forest;the longitudinal-depth shelter forest played an important role in further defense and mitigation of landing typhoon,rainstorm and debris flow,which included artificial afforestation,closing hillsides for afforestation and transformation of low efficiency forest.This paper described the construction tasks,planed the management measures such as manual patrol,forest fire prevention,forest pest control and tending management,put forward the suggestions such as ensuring construction funds and construction land,strengthening legal construction and scientific planning and design,and prospected the construction effects.
