珠海市最低生活保障标准评估研究

摘　　要：最低生活保障标准是最低生活保障制度的核心内容。文章对珠海市低保实施情况进行了分析,采用市场菜篮子法、恩格尔系数法、国际贫困线法和消费支出比例法4种方法,对珠海市2014~2018年低保标准理论值进行测算;通过比对低保标准理论值与实际值,结合低保家庭调查数据,对珠海市2014~2018年最低生活保障标准进行评估。研究发现珠海市最低生活保障水平明显提升,低保标准经历了生存线、温饱线和脱贫线三个阶段。Minimum living standard is the core content of minimum living security system.This paper evaluates the implementation effect of the minimum living security system in zhuhai.The market basket method,the Engel coefficient method,the international poverty line method and the consumption expenditure ratio method are used to measure the theoretical minimum living standard in zhuhai from 2014 to 2018.By comparing the theoretical and actual value of the minimum living standard,and considering the survey data of the low-income families,this paper evaluates the minimum living standard level of zhuhai from 2014 to 2018.It is found that the minimum living standard level has been significantly improved and has gone through three stages:ensuring survival,ensuring food and clothing and being out of poverty.
