摘　　要：水利工程关乎国计民生,其投资规模大、回报周期长、经营收益低、公益特点突出,相较其他基础设施整体融资能力较低。但部分水利工程可通过发电、供水等获得经营性收益,具有一定的市场化融资可能。在深化水利投融资体制改革背景下,水利工程融资能力迫切需要增强。国家基础设施领域公募REITs试点的实施为水利工程拓宽融资渠道提供了新工具。在论述水利工程领域应用REITs模式实践水利工程投融资体制改革的可行性和重大意义以及开展水利工程筹融资中REITs模式应用分析的基础上,参考国际国内相关实践,提出通过应用REITs模式进一步拓宽水利工程建设筹融资渠道的相关建议。The water conservancy concerns the national economy and people's livelihood and generally has the characteristics of large investment scale,long return period,low operating income,strong public welfare and limited financing capacity compared with other infrastructure.But some water conservancy projects have operating income through power generation and water supply and have potential of marketization financing.Under the background of deepening structural reform of water conservancy financing,the water conservancy financing capacity should be enhancing.National infrastructure field REITs pilots provide new tools for widening financing channel for water conservancy.Under the basis of discussing feasibility and significance of using REITs model in the field of hydraulic engineering to practice structural reform and applied analysis to REITs model,referring to the domestic and international practices,this paper puts forward the suggestion for further widening financing channel for hydraulic engineering.
