基于环境信息权的公众参与服务体系的构建

摘　　要：环境问题是伴随人类社会发展的共生问题。在生产生活中,要处理好环境问题,及时进行污染防治,提高环境保护的质量就必须及时掌握环境信息。公众基于公共治理、保护环境、维护自身环境利益的目的参与环境信息的公开活动,不仅有助于提升社会治理能力与治理水平,更有助于对环境信息公开的义务主体进行有效监督。基于环境信息权,协同政府、企业、公众三方共同构建的公众参与服务体系,从环境信息的知情、决策、监督、救济等方面保障公众在参与环境信息公开中的各项权益,也对环境信息公开的权利与义务主体在环境信息公开的运行过程中提出了新要求。It is necessary to master environment information in order to stop the pollution and improve the environment quality.With the purpse of public management,environmental protection,defend their own environment benefits,the public's participation of environment information may help improve the social management and effective supervison to environment information publicity.According to the right of environment information,the construction of the public participation service system with the coordination of the government,enterprises and the public can protect the public's rights and benefits,which makes new requirement to the subjcct of rights and obligations.
