新形势下粮食产销协作模式与机制研究

摘　　要：保障粮食安全不仅是主产区的责任,也是主销区的责任。新形势下,需要进一步促进主产区和主销区的协作。首先,本文分析了加强粮食产销协作的必要性,然后阐述了主产区建基地、粮食异地存储、粮食交易大会和中央政府财政再分配等四种产销合作模式的利弊,提出促进产销区之间有效协作,既离不开中央的政策调控,这是粮食安全一盘棋的基本要求,更离不开产销区市场主体的积极参与和增添活力。根据中央政策、主产区、主销区各自的在粮食产销协作角色定位,建议进一步推进粮食产销协作要加快做到立体多方位保障粮食安全、增加转移支付、构建有效机制、打造对接平台、不断探索协作模式的"五位一体"格局。Ensuring grain security is the responsibility of both grain producing areas and grain selling areas.Under the new situation,it is necessary to further promote the cooperation between main grain producing areas and selling areas.This paper first analyzes the necessity of strengthening the cooperation between grain producing and selling,and expounds the pros and cons of four cooperation models,including building bases in grain producing areas,storing grain in other places,staging grain trade fairs and resorting to central government fiscal redistribution.This paper proposes to promote effective collaboration between producing areas and selling areas,which not only based on central government’s policy regulation,a basic requirement of grain security,but also relies on the active participation and vitality of market players in grain producing areas and selling areas.Based on central government policy,as well as the positionings of grain producing areas and selling areas,this paper proposes to further promote the cooperation between grain producing areas and selling areas to guarantee security by increasing transfer payments,building effective mechanisms,creating a docking platform,and further exploring the collaboration pattern.
